Except for major holidays, Best Trash picks up household garbage (black/red bins) and heavy trash on Mondays and Thursdays; Recycling (green bin) is picked up on Mondays only.
NPE Deed Restrictions allow residents to put their trash out no earlier than 7:00 p.m. the evening before trash pickup day; and your bins must be put away no later than 7:00 p.m. on trash pickup days. Trash and Recycle bins must be stored out of sight (i.e., in your garage or behind a fence, and not visible from the street in any direction). It is the homeowner's responsibility to make arrangements regarding these rules if you are not going to be home. (Deed Restrictions, Art III, Sec. 12).

All repair or improvements done to the lot or exterior portion of the home must receive Architectual Review Committee ("ARC") approval prior to starting the work. Please log into your Spectrum AM account and completely an online ACC application.
Fence Requirements (please review NPE Deed Restrictions, Art. II, Sec. 26 for all requirements). In summary, all fences must be six foot (6') high. All fencing shared with a neighbor must be constructed “good-neighbor style” with alternating panels. All street-facing fences must have all pickets facing the street. The pickets must be cedar wood only, standard six-inch (5-6") width, and be corner notched at the top.
Fence support materials must be made with a minimum of (2) rails of two-inch (2") x four-inch (4") treated wood and four -nch (4") x four-inch (4") treated wood posts, spaced a maximum of eight feet (8') on center, and be constructed using galvanized nails/screws only, four (4) per picket minimum.

Roof Requirements (please review NPE Deed Restrictions, Art. II, Sec. 8 for all requirements).
The roofs of all buildings on the Property shall be constructed or covered with asphalt dimensional composition shingles or fiberglass composition shingles with a minimum manufacturer guarantee of twenty (20) years and be “Weatherwood” color only. The roofs of all buildings shall contain a roof pitch of not less than four inches (4") per each vertical twelve inches (12") of roof. Roofs on attached porches may have a lesser pitch as may be determined by the Committee.
